The intention was however good. In Rouen and its surroundings, some motorists regularly engage in fraud, paid by the metropolis ! It is through the Klaxit carpooling application that the inhabitants of the region round the end of the month. For each trip of less than 30 kilometers shared with a passenger, the driver receives 2 euros. And when you take your car every day, the numbers can quickly rise. In a month and two daily journeys, fraudsters can raise a hundred euros, not to mention the bonuses allocated by the application, reports the Elbeuf Journal.

In practice, fraudsters have two phones, the first to connect their driver profile and the second to connect their passenger profile. In the car therefore, an additional passenger point, but a single person who pretends to be both parties. The driver then earns the money promised without having participated in the unclogging of the roads, and in particular from South 3 which links Elbeuf to Rouen – initial objective of the device. Some residents of the Metropolis of Rouen even push vice to the bus with the application, whose system does not know how to differentiate a private vehicle from public transport.

The opposition requires a suspension of the partnership

Obviously, the revelation did not only do delight. Because the metropolis had so far liked to boast of the system, in place since January 2022, which still cost it 4.2 million euros of public money. The Daily Carpool Observatory in France, managed by the Ministry of Ecological Transition, had even honored the territory of the title of the “first territory in France for carpooling”. Carpooling trips having gone from 2.147 trips in January 2021 at more than 110.000 in January 2023.

In the opposition of the Metropolis, Laurent Bonnaterre, the mayor of Caudebec-lès-Elbeuf, do not come back to it: “We ask that a representative commission of all groups of elected officials be gathered as quickly as possible. In order to deeply examine this file.”The city councilor fears that the publication of the article in the Elbeuf newspaper and its recovery in the press take the place of” practical carpooling guide “for drivers who still respect the initial principle of horxit.

This is why Laurent Bonnaterre claims that a moratorium be put in place “now” as well as a “suspension” of the application time to see more clearly. Request promptly refused by Cyrille Moreau, the vice-president of the metropolis in charge of the environment and the project. According to him, the fraud, very marginal, would be “in theory” only “1.72 %”. At the microphone of France Bleu, he also assured that more than 400 accounts of fraudsters had been deleted on a total of 20.882. No question, however, of removing the partnership engaged with Klaxit. A deliberation about the fraud will take place on Monday March 27 on Monday, March 27, “in order to limit abusive uses” where it will be debated in particular the question of an individual ceiling of € 150 per month.

For its part, the company Klaxit wants to specify that the diverted uses are very marginal (less than 2% of users) and are subject to exclusion from the platform.
