Sustainable mobility package (FMD)

The means of transport supported are as follows:

Sustainable mobility package for the employee’s journeys by bicycle, carpooling.

An employer can cover the costs of journeys of its employees when they use an alternative means of transport. This care, called Sustainable mobility package , it’s not mandatory. When it is set up, it is exempt from tax and contributions. This package replaces the kilometric bicycle allowance (IKV).

What is the durable mobility package ?

The employer can pay a Sustainable mobility package to its employees who use a sustainable means of transport for their professional journeys.

The means of transport supported are as follows:

  • Personal bike (including electric bike)
  • Passenger and driver carpooling
  • Shared mobility services (sharing of electric or hybrid vehicles, self -service rental and provision of scooters or bikes)
  • Public transport (excluding subscription)

THE Sustainable mobility package is a maximum amount of € 700 per year and per employee.

The amount paid is exempt from social contributions and income tax.

How to set up the lasting mobility package in the company ?

The employer himself defines the amount and the methods of covering the travel costs by the Sustainable mobility package . He must consult the Social and Economic Committee (CSE).

The company or branch agreement defines the amount and the awards of the Sustainable mobility package by the employer to his employees.

Employees concerned

When the Sustainable mobility package is set up, it can be paid to all employees.

For part -time employees, care depends on the duration of their work:

  • If the duration is more than 50% of the legal working time, the Sustainable mobility package applies as for a full -time employee.
  • If the duration is less than 50% of the legal working time, the care of the employer is proportional to this working hours.

Formalities

The employee must provide a certificate on honor or proof to use a mode of transport referred to in the Sustainable mobility package .

If the employer changes the characteristics of the package, he must notify employees at least 1 month in advance.

The amount of the transportation costs must be mentioned on the pay sheet.

Is the durable mobility package combined with other aids ?

THE Sustainable mobility package can be combined with other devices:

  • Support for public transport subscriptions
  • Support for fuel costs and power supply to electric vehicles

Cumulation is possible within the overall limit of € 800 per year and per employee.

If you accumulate the mobility package with the reimbursement of public transport, metro/train subscription, the limit of exemption from these cumulative costs is set at € 800 per year and per employee.

Employers who pay the employees the mileage compensation (IKV) can continue to pay this compensation. This payment is then assimilated to the payment of Sustainable mobility package .

In order to encourage the use of alternative and sustainable modes of transport, public officials who choose an alternative and sustainable mode of transport (bicycle, carpooling) can benefit from a package of 300 euros per year.

The payment of this package is intended to ensure the costs incurred by agents under their trips between their usual residence and their workplace using an alternative and sustainable mode of transport

This system applies to home-work trips made by bike or carpooling by magistrates and civilian and military staff of the State, civil servants, contractual and medical staff of the hospital public service as well as by all agents of the territorial public service. He comes to compensate the use of at least 100 days a year of bicycle or carpooling to make home-work trips, including if the agent is the driver. The threshold is modulated according to the agent’s working time quota. After the deposit at the end of the year of a certificate on the honor of using the bicycle or carpooling, which may be subject to a posteriori control of the employer, the agent will benefit from the payment of ‘A lump sum indemnity, exempt from taxes and social security contributions, of € 300.
