The numbers starting with 01, 02, 03, 04 and 05: the fixed lines
Like international numbers and their specific indicative, French numbers start with a regional indicative code. This prefix depends on their geographic location and go from 01 to 05. This rule obviously concerns the fixed lines only, and not the mobile lines.
The numbers are distributed as follows:
- 01: Ile de France;
- 02: North West of France (Pays de la Loire, Center, Basse-Normandie, Haute-Normandie, Brittany);
- 03: North-East of France (Franche-Comté, Bourgogne, Alsace, Lorraine, Picardie, Nord-Pas-de-Calais, Champagne-Ardenne);
- 04: South-East of France (Rhône-Alpes, Corsica, Provence-Alpes-Côte d’Azur, Auvergne, Corsica, Languedoc-Roussillon);

The numbers starting with 06 and 07: mobile lines
These numbers are known to everyone. These are numbers related to mobile lines, awarded by the four operators of the French market. Only the prefix 06 was used until the combination possibilities do not start to run out. The numbers in 07 therefore arrived on May 3, 2010. Each of the two prefixes however offers 100 million different combinations !
With this type of number, there is no risk of being surcharged. Beware, however, to people who can call with beginners numbers by 06 or 07 and asking to recall this time on another type of number, which will be surcharged.
The numbers in 08, short and SVA numbers: recall of pricing
The surcharged numbers were reforming in 2015. There are only three types of numbers for public companies and services for public companies and services. We distinguish free numbers, surcharged numbers and numbers whose only communication is billed.
Classification and pricing
The numbers concerned by this legislative supervision can be made up of 10 digits starting with 08, or 4 to 6 digits starting with 1, 3 or 118. We are talking about NVA numbers (value added service) and short numbers. These numbers awarded by ARCEP provide access to services, for example telephone assistance. They can be the subject of three different pricing: free, normal and surcharged.
These numbers are not subject to any billing: neither on communications nor on the service. The numbers concerned are those with 4 digits starting with 30 or 31, as well as the 10 -digit numbers between 0800 and 0805.
The pricing of these numbers is the same as that to the classic fixed numbers. They are therefore dedicated to mobile or fixed packages. For an unlimited package, these calls are therefore “free”. The numbers concerned are those with 4 digits starting with 1 or 3, as well as the numbers including 10 digits between 0806 and 0809.
These calls are the subject of a double billing: Communication and service included. Communication is billed as a “normal” call, to which the price of the service is added. This invoicing is translated concretely into additional invoicing during the call. This will then be deducted directly from the subscriber’s bill, regardless of its package. Since 2015, professionals can no longer use these numbers for services intended for complaints.
Recognize and differentiate free and surcharged numbers.
Among these surcharged numbers, there are several types:
- The numbers in 081 : pricing less than € 0.06 per minute or € 0.15 per call;
- Those in 082 : pricing less than € 0.20 per minute or € 0.50 per call;
- The numbers in 089 : pricing less than € 0.80 per minute or € 3 per call.
Only 6 -digit numbers, starting with 118, can be subject to free invoicing.

“Color” signage established by professionals

The numbers starting with 09
This is a non -surcharged number, but also and above all non -geographic. Unlike the beginning numbers by 01 to 05, it is possible to keep them in the event of a move. These numbers have existed since 2006 and a decision by Arcep. They replace, with Internet service providers, the numbers in 08 which had the same function. The latter were however regularly confused with the surcharged numbers !
The numbers in 09 are only allocated to holders of an IP line, in other words an internet box. Only Internet Access providers can allocate them, in addition to geographic numbers.
There is a last type of number in 09: This is the crystal number. Orange thus offers companies a number starting with 09 69, intended for customer relations centers. It follows the prohibition to use surcharged numbers for this type of service, included in the law of modernization of the economy.
International prefixes
To be able to make an international call, it is necessary to compose the adequate telephone indicative. Each country has its own indicative, Even if some share the same. This is for example the case of Canada and the United States, the common indicative of which is 001.
An international prefix consists of 00, followed by a number of figures, ranging from 1 to 6. In France, the indicative is 0033, also written +33. However, to make a call abroad, it is necessary to replace the + with a double zero. This means that this is an international call. Thus, to make a call from abroad to France, it will be necessary to type 0033 followed by the desired number.
