Ecological bonus and ecological penalty: how it works ? Definition

The ecological bonus is a sum of money allocated to buyers of new vehicles who emit little CO2. The amount of the bonus is deducted from the purchase price of the vehicle if the dealer agrees to advance the amount of the bonus. Otherwise, the purchaser of the vehicle must request the payment of the bonus by sending a request for payment of the bonus to the Services and Payment Agency (ASP). Conversely, the ecological penalty increases the purchase price of very polluting vehicles. The penalty is paid when registering the vehicle.

What are the vehicles concerned by the ecological bonus and the penalty ?

The bonus-malus system applies to new private vehicles purchased in France or abroad. The ecological penalty concerns vehicles, the first registration in France, was carried out after August 1, 2008. The ecological bonus only concerned only electric or hydrogen cars but new aid, less important, was announced for hybrid vehicles in 2020 and was maintained in 2021 and in the scale 2022 then 2023.

Is the ecological bonus for hybrid ?

As with the electric car, there was an ecological bonus for the purchase of a hybrid car. Currently, its amount is 1000 euros for a rechargeable hybrid vehicle (VHR) of € 50,000, whose CO2 rate is between 21 and 50 g/km, and whose autonomy is higher than 50 km. This amount changed in July 2022, since aid on the hybrid was then deleted.

Ecological bonus 2023: What is the new scale ?

The ecological bonus scale was maintained in 2023. While waiting to know a new grid, undoubtedly at the end of the year according to the terms set out on May 16 by the Minister of Economy Bruno Le Maire as part of the “Green Industry Bill”, here are the amounts of the Ecological bonus 2023 valid:

  • For electric or hydrogen vehicles, with a weight less than 2.4 tonnes, with the exception of M2 category vehicles or with weight derogation up to 3.5 tonnes.
  • The vehicle purchase price must be less than 47,000 euros.
  • The amount of aid will reach a maximum of 37% of the vehicle purchase price, + the cost of the battery if it is offered for rental.
  • Ecological bonus capped at 5000 euros for individuals.
  • The ecological bonus increases to 7000 euros if the reference tax income per share of the buyer is less than or equal to 14,089 euros.

Ecological penalty 2023: What is the new scale ?

The amounts of the penalty evolved in 2023 with a trigger threshold which drops again. Compared to 2022, the bar now increases to 122 grams against 127 grams in 2022.

  • To 123 grams of CO2: you will have to add 50 euros of ecological penalty to the price of the car.
  • At 124 grams of CO2, the ecological penalty 2023 is 75 euros.
  • We then add 50 euros per additional gram up to 127 grams/CO2: 150 euros in penalty.
  • At 130 grams of CO2 per kilometer, the ecological penalty will be 210 euros (against 100 euros in 2022).
  • At 140 grams of CO2 per kilometer, the ecological penalty 2023 is 540 euros (against 310 euros in 2022).
  • At 150 grams of CO2, the ecological penalty 2023 increases to 1504 euros (against 983 euros in 2022).

Ecological bonus and ecological penalty: also on occasion ?

Well, yeah ! The ecological bonus is also valid under conditions for used vehicles. The amount is then 1000 euros for purchase (or long -term rental via an LLD contract), only on the used electric vehicle issuing to a maximum of 20 grams of CO2 per kilometer. The ecological penalty existed but was deleted, being only to pay during the first registration of a vehicle.
