What are the key steps in the deployment of the fiber optic network

The building operator must in particular consult the other operators beforehand so that they express their wish or not to co-finance the deployment of fiber optics in the building. Following this consultation two cases may arise:

Optical Fiber deployment

How is optical fiber deployed throughout the territory ? Connection of buildings and housing, network topology, pooling point…

The development of fiber optics is a long process because it requires again fiber all time of French territory, as had been done with the copper network. For comparison, the development of ADSL – technology allowing the most widespread high speed internet in France – did not require the development of a new telecom network, this technology using the same wires copper that the phone.

Today, so that users can benefit from all the advantages of optical fiber, it is necessary to deploy it even in user accommodation (Fiber to the Home – FTTH). In this context, operators deploy their fiber optic networks using the existing underground infrastructure between the optical connection node (NRO) and the pooling point. At the same time, a building operator is chosen as a general meeting of co -owners to support the deployment of the fiber in each building, from the point of pooling to the floor levels.

The connection of buildings to the horizontal network of operators

Optical optical optical connection nodes are spread over the network as a function of population density and the topology of networks chosen by each operator. The horizontal connection aims to connect the pooling point to the horizontal network of the commercial operator. The pooling point allows the connection of the building to the very high speed network.

The two topologies of fiber optic networks to the subscriber (FTTH)

The operators deploy their FTTH optical fiber networks to the pooling point by freely using two distinct technologies:

  • The “point point”: In this case, each fiber goes back separately from the accommodation to the optical connection knot;
  • THE ” Passive Optical Network »(Pon): In this case, several fibers dates back to the grouped way to the optical connection knot.

Connection of housing to the network of operators

In buildings, a single FTTH network, the pooled optical terminal part will be deployed to reduce the work to be carried out as much as possible.

According to the law, the building operator selected by the co-owners, in charge of the deployment of the network from the pooling point to the floor levels, must comply with deployment conditions aimed at ensuring open access to all the operators. The selection by the end customer of an operator is completely independent of the choice of the building operator by the co-ownership.

The building operator must in particular consult the other operators beforehand so that they express their wish or not to co-finance the deployment of fiber optics in the building. Following this consultation two cases may arise:

  • In the event of a favorable response from third -party operators, the building operator installs a multifibble network if at least one operator has requested a dedicated fiber (or monofiber if not), with the financial participation of interested operators.
  • Otherwise, a monofiber network can be installed by the building operator.

  • 6 service by the building operator;
  • 7 service by another commercial operator in GPON or in point;
  • 7bis service by another commercial operator entering after the initial consultation in GPON or in point.

* The capacity of the rising column has been determined according to the number of fibers per housing. It is built by the building operator. It is made available to other FTTH operators, subject to a contractual agreement with the building operator.

On the technical level, the connection of housing is carried out in two stages:

  1. The vertical connection between the pooling point and the floor boxes: From the pooling point, the work carried out in the building makes it possible to raise the fiber in all the floors. A case is installed on each floor.
  2. The connection of the individual housing between the floor housing and the terminal optical socket: From the floor box, the fiber is brought to each accommodation until the terminal optical socket, point of physical connection of the user. In the event that the accommodation is equipped with a star copper communication network (Grade 1 or 3 type), the optical fiber will be connected to this network to allow access to very high speed in all rooms of the accommodation equipped with ‘an RJ45 socket.

The two components of the regulation system set up by arcep on very high speed

According to the law, the principle is that the point of mutualisation is located outside the property limit, with the exception of very dense areas, where, according to the provisions provided for ARCEP, the pooling point may be located inside the building.

What are the key steps in the deployment of the fiber optic network ?

Illustration presenting all Syane expertise

Several steps are necessary before your accommodation/business is connected to the network and eligible for a fiber offer from a telecom operator.

Studies

Checking the addresses of each accommodation

Locating existing air and underground networks (telephone and electric)

Definitive lines of the future fiber network

Provisional duration: 9 to 12 months

Works

Installation of technical rooms and street cupboards

Deployment of fiber: in aerial (on existing posts) or underground (in existing sheaths or in new trenches)

Provisional duration: 9 to 18 months

Work in condominiums are carried out independently of the deployment and in parallel of the public network by the operator. They can be carried out upstream or downstream of the commercial opening of the sector.

Arrival of telecom operators

Network marketing with operators

Service activation

Regulatory duration to be observed: 3 months

Connection of your accommodation

Subscription of an offer from one of the operators present

The operator installs the fiber in your accommodation (installation of a PTO: Optical terminal socket)

Average connection time: 1 to 2 months*

* Please note: this period is valid only for all individual and collective accommodation already pre-equipped in fiber optics (rising and creeping columns)

Works : Good to know

In order to reduce costs and deadlines, around 90% of the deployed fiber will borrow existing electrical and telephone networks. Convention of private plots: to bring fiber to houses, the Syane Fiber Optical Public Optical Network will prioritize existing infrastructure (air and underground telephone network and air electrical network). The objective is to avoid the realization of civil engineering work, thus making it possible to limit deadlines and optimize deployment costs. When these networks are located in a private domain, the operator altitude infra high-savoie must sign an agreement with the owners in order to access their plot and install the fiber.

Deployment studies make it possible to define where the future fiber network will pass. The owners concerned will receive a first altitude letter infra Haute-Savoie informing them of a convention proposal. This will be accompanied by plans, diagrams, and descriptive documents to install.

Your town hall and your community of communes or agglomeration community will be informed in parallel with the start of the agreement on your sector.

Before starting the deployment, we are in a preliminary step and we study the possibility of deploying in the municipalities according to several criteria. When the municipality is identified as “to be deployed soon”, it is then under study, that is to say that the design teams select the districts where the fiber will be deployed, in consultation with local communities and according to objective criteria such as:

  • Geographical division of the town by zone
  • Obtaining addresses, enumeration of housing
  • Presence of school or hospitals
  • State of existing telecoms infrastructure, the necessary civil engineering work
  • Study of the path of the optical connection node (NRO) to street cupboards: obligatory passage of fiber
  • Publication of the Plan Master Plan with other operators and local authorities, with pre-positioning of cabinets. From this publication, the building operator has a deployment period of 5 years, for all the addresses linked to the pooling point (PM). A period of 2 months between the publication and the start of the work must be respected, in order to allow communities and operators to make necessary modifications.

The deployment of fiber started in your town.

When the work of the fiber starts in the town, you can register for the Orange program follow the fiber and thus be informed of each stage of the deployment in your municipality, until your eligibility.

The deployment of the fiber network requires several work, which is carried out according to a master plan defined in cooperation with the municipality.

The deployment begins with the installation of the optical connection node (NRO). This is the large optical central of each operator who is connected to the heart of the national network (called backbone or internet dorsal). An NRO allows you to cover an area of several kilometers in fiber. And with optical fiber, no weakening, the flow is the same as you are 50m or 10 km from the NRO.

The deployment of fiber started in your neighborhood.

At this stage, Orange connects several mutualisation points (PM) to the optical connection node (NRO). As soon as these PMs are installed in the street, they are made available to commercial operators or internet access providers (ISP). From this provision, there is a regulatory period of 3 months during which no accommodation can be eligible for operators. This period allows each operator to come and connect if he wishes to invest and market his fiber offers. Then, the fiber is deployed from the pooling point to the dwellings, via existing aerial or underground equipment, up to the optical connection point (PBO).

  • Inside a building, in this case it is a PMI (point of interior pooling)
  • In the street, for pavilions or building of less than 4 dwellings, it is an SME (external pooling point.

What are the steps to be taken ?

For a trustee ?

  • To register on the agenda of the next general meeting the vote of the connection of the building.
  • Have the connection voted: the general assembly chooses the building operator.
  • Sign an agreement with the chosen building operator who then deploys the fiber in the building.

For a lessor ?

  • Choose to connect your building with optical fiber and also choose the building operator.
  • In the event of a social landlord, the board of directors must give its agreement.
  • The lessor signs an agreement with the building operator selected, possibly accompanied by a framework agreement in the case of a building park. The chosen building operator then deploys the fiber.

For a co -owner ?

  • Asking your trustee that the connection of the building is on the agenda of the next general meeting of co -owners, by registered letter with acknowledgment of receipt.
  • The General Assembly votes the connection of the building and chooses the building operator.
  • The trustee signs an agreement with the retained building operator who then deploys the fiber in the building.

For a tenant ?

  • Request the connection of the building to its owner, who will intervene with the condominium trustee, by registered letter with acknowledgment of receipt.
  • Any tenant can ask his trustee via his owner to register the installation of the fiber in the building on the agenda of the General Assembly.
  • The owner cannot oppose it except legitimate and serious reason. This is Decree No. 2009-53 of January 15, 2009 (OJ of 16/01/2009), which grants the benefit of the right to connection to an optical fiber network to tenants.

For a single house or professional premises ?

Find out about the eligibility of housing on commentalfibre.orange.en these are the same steps for a building of less than 4 dwellings.

The deployment of fiber started near your accommodation.

The deployment of fiber continues from the point of pooling in the street, until Optical connection point (PBO), For each home, via existing equipment, air or underground. In buildings of more than 4 dwellings, the fiber goes through the rising column to reach the levels and serve each accommodation.

In other cases (house), the optical connection point can be outside the habitat in the immediate vicinity or a few meters (or a few tens of meters) of the accommodation. Deployment can then be underground or air.

Commercial operators must comply with a regulatory period of minimum 1 month after installing the PBO, before being able to connect a customer. This delay allows the time for other commercial operators to connect to the point of pooling if they wish to market the fiber also.

You can then subscribe to the fiber and get an appointment to install the optical socket in your accommodation.

Fiber is available for your accommodation.

Faced with a complex deployment and strict regulations to put all Internet access providers (ISP), it is difficult to predict the fiber arrival times with precision time.
Orange teams are mobilized to connect the dwellings attached to a pooling point made available at the earliest.

Once all the intermediate points have been linked (optical connection node / mutualization point / connection point), your accommodation is finally eligible for fiber !
